8(a) STARS II is a multiple-award, indefinite delivery/indefinite quantity (IDIQ) contract engineered to provide cutting-edge technology solutions from award-winning 8(a) small businesses to federal agencies. Using 8(a) STARS II enables government agencies to access 8(a) firms through an established contract vehicle, bypassing traditional, open market methods to save time and taxpayer money.

Contract Scope

The scope of the 8(a) STARS II (GWAC) is centered on four functional areas (FAs) derived from the North American Industrial Classification System (NAICS). The 8(a) STARS II (GWAC) provides agencies with the ability to award directed task orders in the following functional areas (FA):

FA 1: NAICS 541511 – Custom Computer Programming Services
FA 2: NAICS 541512 – Computer Systems Design Services
FA 3: NAICS 541513 – Computer Facilities Management Services
FA 4: NAICS 541519 – Other Computer Related Services

The 8(a) STARS II GWAC is structured with two tiers, known as constellations. Constellation I includes prime contractors who are technically proficient and offer competitive pricing.

Constellation II prime contractors provide the same strengths as Constellation I, plus the added benefit of either a Capability Maturity Model Integration (CMMI) Level II+ Services or Development credential, or an ISO 9001:2008 credential.

Conceras holds both Constellation I and Constellation II.

What is the Small Business Administration (SBA) 8(a) Program?

The U.S. Small Business Administration (SBA) 8(a) Business Development Program was designed to simplify the federal procurement process for certified business participants, such as Conceras. The 8(a) Program was developed to enable federal government Procurement Officers to save time, effort and cost in the procurement process and to protect the interests of small business concerns.

With projects up to $4 million, the 8(a) Program permits directed contracting without a lengthy competitive process. This allows a project to begin in a timely manner. In speeding up the process, time sensitive projects can get started in days instead of months.

Seaport-e Quality Assurance

Conceras' well established quality review and audit processes involve multiple personnel throughout our organization and our team, aligned with a common goal to ensure that all of the Navy's Seaport-e task order objectives are fully achieved.

As applied to Seaport-e, our Quality Assurance procedures are defined in the Conceras Quality Management Plan (QMP). Contract-specific requirements, processes, and procedures are developed to augment and enhance the QMP. In addition, individual Seaport-e task orders (TOs) and delivery orders (DOs) often have unique needs requiring specific standards, processes, or procedures. These are defined by our Navy customer or developed by the Conceras Team to ensure quality requirements are achieved. Should a conflict exist between the QMP and specific Seaport-e requirements, contract-specified requirements take precedence. However, internal standards are never lowered below those in the QMP.

Our QMP is designed as a model for compliance with the following documents: Seaport-e contract and TO documents; ISO 9000/ANSI Q9000, Quality Management and Quality Assurance Standards-Guidelines; ISO 9004/ANSI Q9004, Quality Management and Quality Elements-Guidelines; ISO 8402/ANSI A3, Quality Terminology; and ISO 20000 IT Service Management Standard.
